Electronic Health Record (EHR) Systems for New York State I/DD Providers

In preparation for the system-wide transition to Managed Care, the Managed Care Community of Practice in I/DD (MC-COP) has developed an Electronic Health Record Request for Information/Request for Proposal (EHR RFI/RFP) template for intellectual and developmental disabilities (I/DD) providers to explore the adoption of an EHR system, upgrade current electronic health software, or consider software capacities your organization may want to leverage or expand in your existing contract. Additionally, McSilver has developed a tip sheet for provider organizations to consider when preparing this document for release and developing a dissemination plan to engage potential respondents (see following pages).

Residential Fiscal Model by the Managed Care Community of Practice

The tool (linked here) is an Excel based template that can be used by your program and financial teams working together to understand the financial status of your Residential services. It has been specifically developed to model the impact of the COVID-19 in terms of both revenue and expenses. It allows you to model the financial impact of these changes over any time frame you chose, be that a month, six months or other.  The model asks you to collect, or make assumptions about, census and/or volume, cost drivers, such as staffing, and revenue variables to: 

  • Analyze the actual effect of COVID-19 

  • Analyze the financial ramifications of your assumptions 

  • Try different scenarios by changing input values to determine the differential impact of changes in census/volume, expenses, or funding changes. 

 

Given that the model focuses on how service delivery, volume and cost intersect it is highly recommended you take a team approach including financial and program management staff when building your scenarios. It is through the direct involvement of these staff that you can build a financial model that accurately reflects operational reality.

Lessons Learned From Manged Care for Individuals with Intellectual

& Developmental Disabilities: Informing New York's Transition

The report “Lessons Learned from Managed Care for Individuals with Intellectual and Developmental Disabilities: Informing New York’s Transition,” is based on research conducted by Manatt Health in partnership with the Managed Care Community of Practice, a project of the New York Alliance for Inclusion and Innovation.  As New York State continues to deliberate on the best way to implement managed care for people with Intellectual and Developmental Disabilities it was important to undertake a survey of several states that have implemented some form of managed care for this population. The purpose was to create an understanding of the options for providing coordinated and managed care, the implications of each, and key take-aways to ensure the state is informed about the options and can then make a smooth transition in New York.

The project was guided by an advisory committee comprised of representatives from I/DD and larger New York healthcare providers, the managed care industry, national experts in the I/DD field, the New York State Office for People with Developmental Disabilities, and the New York State Department of Health.  Extensive interviews were conducted with stakeholders of various perspectives, including self-advocates and family members, state and national provider associations, state Medicaid officials and Managed Care Organizations.​
